Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of conflicting incidents captured the bleak nature of the current period. By day, political struggles are conducted: positive announcements are released from different nations. Significant resources is expended on managing particular approaches. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "peace".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track rocket firings from Russian territory, a ability provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles flew past – advanced fighter aircraft provided to Ukraine by European allies.
Moments later, Kyiv's missile defense activated: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely supplied through Western nations. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to grim resignation: perhaps the incoming missile won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.
Ongoing Risks
Following this, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.
Intermittently, this carried on until dawn. Kyiv awoke to the morning news: several casualties, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's critical military reliance on Western support – a need that regional partners are evidently unprepared to replace in the near term.
Failed Diplomacy
The 28-point plan from Washington generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually win the battle. This cycle will, no doubt, continue.
Political Considerations
It is convenient to criticize certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The White House presumes that it is impossible to force Russia to abandon the land that it presently holds in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, Washington does nothing to deter Moscow, through statements or actions, from thinking that the situation will not shift further in its benefit in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a complete military breakdown until conditions improve in its advantage.
Present Conditions
Factually, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their mission will now be much harder after latest incidents, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a only one week to terminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.
While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
